Tna management? (Read disc.)?

ok, i dont get it. dixie carter is tna president, and jeff is owner, and there is management. but i heard that most things jeff change or do goes through dixie carter, and she can change more then jeff or something like that, can someone explain how the management works? and who s higher up, jeff or dixe carter?
